The X-HUB TOKYO project, hosted by the Tokyo Metropolitan Government, aims to support the global activities of startups in Tokyo and revitalize the economy of Tokyo while fostering a startup ecosystem through exchanges with startups from overseas that are active globally. The Overseas Expansion Seminar is composed of four sessions in total and is mainly targeted at startups aiming to expand their businesses overseas. Through the seminar, we will share the characteristics of ecosystems by area and the knowledge necessary for overseas expansion.
The first session, #1 Overseas Expansion Seminar, will focus on the U.S. market, which leads the global startup scene, and provide a detailed overview of the latest trends. By comparing the two iconic ecosystems of New York and Silicon Valley, the seminar will explore the trends and uncover business opportunities.
In the first half of the event, Mr. Tetsuo Oyama, Vice President of Pasona N A, Inc., will share his insights on the current state of the U.S. market, particularly in New York and Silicon Valley. He will also provide an in-depth look at the local startup ecosystems and offer valuable advice on key points to consider when preparing for entry into the U.S. market.
In the latter half of the event, experienced entrepreneurs active in the U.S. will join as guest speakers. Under the facilitation of Mr. Oyama, they will share the appeal of expanding into the U.S. market and discuss their efforts, incorporating real-life episodes based on their experiences.
We welcome not only startups, but also individuals and members of organiations that support them.

Mr. Tetsuo Oyama

Vice President
Tetsuo Oyama has been engaged in the management consulting industry for 18 years. At Skylight Consulting, a Japan-based firm, he was involved in global projects as well as supporting overseas business expansion and growth across Japan, the U.S., and India. Among his accomplishments, he independently led the planning and launch of the company’s first overseas consulting office, establishing Skylight America in 2019 and assuming the role of President. With a mission to enhance Japan’s global business presence, he has supported a wide range of initiatives—from large corporations to startups, as well as the development of startup ecosystem frameworks for local governments.
In 2025, he founded the agricultural startup d.Farm, which was selected as the first-ever finalist with an agriculture-themed project in Stanford University’s accelerator program, “LISA.” In March 2025, he was appointed Vice President of Pasona N A, Inc.
Mr. Tomofumi Nakata
Qlay Technologies, Inc.
CEO
Tomofumi Nakata is the Co-Founder and CEO of Qlay Technologies. Founded in 2023 and based in San Francisco, Qlay helps startups find, hire, and pay global engineers. Before founding Qlay, Tomofumi worked at McKinsey & Company, where he focused on growth strategy in the consumer goods sector. Tomofumi has a B.A. in Statistics from Harvard College.
Dr. Mitsuo Okada
Capy Inc.
Founder and CEO
Mitsuo Okada, a Ph.D. holder in Computer Science from Kyoto University, has extensive expertise in online security technology for which he has received recognition in the U.S.
He founded Capy Inc. in Delaware in 2012 with the mission of “Security for All,” aiming to create a society where everyone can live safely and securely. In 2017, he established a base in Japan to expand domestic operations.
